Germany's new Cyber defence agency (ZITis) wants the power to go on the offensive. ZITis new president believes, attack is the best form of defence. ZITis wants the power to wage war on hacking groups, such as APT 28, a Russian hacking group with links to the Russian government. “As a citizen I expect that our government remains able to act even in the face of new digital threats,” the magazine Der Spiegel, quoted Wilfried Karl as saying in an interview.
